Much of police brutality in America today can be traced back to Bill Clinton's Violent Crime Control and Law Enforcement Act of 1994. The act was written by a certain Joe Biden.
This act effectively doubled the prison population, created 60 new death penalty offenses, added 100,000 new police officers, took away the option of higher education from inmates, among other lovely stuff.
The media knew how to incite hate and fear long before before Clinton even took office, however.
The notorious media coverage of Rodney King's beating by the police caused the infamous 1992 LA riots, which killed 63 people, wounded over 2000, and destroyed Korea Town.
King himself was still very much alive, and very upset about all the killing and pillaging his "supporters" were doing. In the end, the rioters had burned 3,767 buildings.
Interestingly, multiple countries in Europe sustained less damage during WW2. -emmietiie
